      <image:caption>The distinguished scholar, Professor Aziz Al-Azmeh, gave a recent talk at The London School of Economics entitled, Freethinking, Secularism and the Arab Spring, in which he commended The Arab Centre for Research and Policy Studies as the “premier barometer of the region”. The Research Centre will be known as The Doha Institute. The project was initiated by Dr. Azmi Bishara, the founder and General Director of the Arab Centre for Research and Policy Studies (ACRPS). The complex will house the ACRPS, an estab- lished centre of scholarship on regional political, social and cultural a airs, The H.H. Emir of Qatar’s Cultural Foundation, The Arab Graduate School for Humanities and Social Sciences, The Doha School of Government, and a community of 500 Master’s, Ph.D students and faculty. Concept design began in 2011, with AKT II (structures) and Atelier Ten (environmental design) amid the electric cultural and political context of the Arab Spring. The Institute will help vitalise a future which reconciles some of these forces, to project ideas and policy directions that are important to the Arab World, and to the region- dependent World matrix around it. An architecture of formal beauty and resonant concepts invites entry. What appears to be a natural oasis on the outside, leads to an oasis of culture and learning within. The undulating earth berm slopes present to the city a dynamic, changing image of the Institute – as if in a lm. The contoured exterior made with natural looking materials uni es the image of the Institute; it collects an inviting complex of di erentiated forms, spaces and atmospheres on the inside. The concept’s philosophy suggests that nature wraps Doha Institute - Arab Centre for Research &amp; Policy Studies Education, Culture &amp; Housing Complex, Doha, Qatar, 5 ha culture; the inside is more important than the outside, yet the outside makes possible what is on the inside. From natural and cul- tivated worlds, a meld of desert and garden typologies structures the Institute’s spaces. Courts, stairs, ramps and gardens provide spaces for re ection and connection. The Institute’s plan nourishes communality and participation. Materials, forms, and atmospheric spaces invite engagement. Desert winds channeled across water courses and pools temper the Institute’s environment. The Institute will echo ancient places of scholarship, from the Athenian Lyceum to Arab World centres of learning in Mesopota- mia, Egypt and Al Andalus. Its general form and spaces will reso- nate with this history while being actually shaped by contemporary demands, localised climate and structural responses. The campus is planned as a stage for chance encounter, conversation and social inter-action, made vital by events. Research seminars, talks, lm screenings, visual art exhibitions, performances and book launches in physical space, will be complemented by the ows of scholarly knowledge and information through international digital com- munication networks. The City limit line of the Doha Urban Plan bisects the site west to east, which renders the project both “in the city” and “not in the city”. A Convenient place for an observatory on society, for analysis, and the formulation and projection of new ideas. The concept design was approved for construction by The Private Engineering O ce of H.H. The Emir of Qatar in April 2012, with a recommendation for submission to the Aga Khan Foundation Award for Architecture after completion in 2015.</image:caption>
